Import procedure
Import Procedures follows provisions 103-106 of the Customs Code of the Republic of Albania.

The necessary documents must be submitted to Customs Administration. In order to complete an import procedure it is necessary to dispose the following documents:

Documents, certificates, declarations used during import procedure
The necessary documents must be submitted to Customs Administration. In order to complete an import procedure it is necessary to dispose the following documents:
1. Import declaration (DAV Import)
The customs import declaration form is a general administrative document, in conformity with the attached format. You may obtain this declaration form and detailed information including all detailed of its elements and information how to fill it out, directly from the customs offices, or you may find it on internet by accessing the on-line ASYCUDA WORLD declaration system. Instructions of filling it out are attached.
2. Purchase Invoice
The purchase invoice is issued by the seller entity abroad. The invoice must contain the basic elements of the transaction, as the date of transaction, the date and conditions of goods delivery, the correct name and address of the purchaser in Albania, the correct name and address of the seller abroad, the number of parcels or other similar packaging, an accurate description of the goods, the quantity, price per unit and the total value of transaction, discounts in prices, and any losses in transport.
The invoice must be in Albanian or in any international languages. However, the Albanian customs ask for its official translation.
3. Transport document for the goods
The transport document must contain the following mandatory elements: the correct name and address of the purchaser in Albania, the correct name and address of the seller abroad, the number of parcels or other similar packaging, an accurate description of the goods, the quantity, total net and gross weight of the goods, and the total net and gross weight of the means of transport, the date of receipt of goods and the date of delivery of goods.
The international transport documents may be TIR Carnet or CMR or any document issued by a broker or carrier, it is enough if they contain the elements mentioned above.
4. Cargo list or manifest of goods
The cargo manifest of goods in general is part of the transport document, which contains a detailed description of the type of goods and their way of packaging. Attached you may find a format for Cargo Manifest.
5. Certificate of origin
A certificate of origin is not a mandatory document for completing import procedures. Nevertheless, if the imported goods are included in the relevant lists of the different schemes of preferential tariff benefits, then may be necessary of disposing a certificate of origin issued by the authorized institutions in the economy of origin.
6. Veterinary and phytosanitary certificate (for agricultural products)
When importing animal and plants, as well as their products and by-products, it is necessary to dispose the relevant phytosanitary and veterinary certificate.
7. Import license
In general, import to the Republic of Albania is free, and does not entail an import license. However, in specific cases and provisions of the law, import is limited to import license.
