Starting November 1st, 2011 documents which should be attached to the customs declaration are: The Unique Customs Declaration (UCD) The Export Declaration (UCD) is an official form issued by Customs. This document can be retrieved at every branch of Customs. Every entity, whether physical or juridical, that export goods in Kosovo* for trade shall declare the goods by completing the UCD forms. Invoice The Invoice is issued by every economic entity/trader for export. In order to be recognized by authorities, the invoice should contain the basic elements of trade transaction, such as: date of transaction, date of goods leverage, exact name and address of the trader in Kosovo*, exact name and address of the buyer abroad, number of units or packages, precise description of goods, price per unit and total value of transaction, allowed rate and losses during transportation. If the invoice does not contain one of the abovementioned elements, it may be refused by the customs authorities or may cause suspicion for further investigations. The invoice is issued in Albanian language, English language or may be in the language of final destination economy if required.
Certificate of origin
Certificate of origin (Certificate EUR 1), is a document applied in cases when the exported goods are included in the lists of different schemes of preferential profit rates. In such cases, in order to be treated according to these preferences, the transporter must be supplied with such a certificate, issued by the competent institutions. In other cases, this document is not obligatory) All other required documents for the application of provisions which regulate the free movement of declared goods (Veterinary, Sanitary, and Phytosanitary Certifications, and other licenses which are needed for allowing the free trade of goods). At the same time, any business entity which is registered in the electronic customs system for data processing does not need to attach the Customs’ Certificate for Import-Export or the VAT Certificate to the Single Administrative Document.
The required documents for exports are:
1. Export declaration 2. The Accompanying Invoice for the good(s). 3. EUR 1, only with the request of the party.
Thus, we will be eliminating the documents which we have been asking until November 1st, 2011, such as:
1. The Bill of Loading 2. CMR- Convention des Marchandises Routiers- the International Contract for Loading the Goods through Road Transport. 3. The packing list
The terminal payment sheet- not required by the Customs and this can be regulated by the electronic system for the management of terminals, in the approach for completing the customs procedures through releasing the imports/exports from terminals Export permits. The export from Kosovo* is not subject to any permits given that the market is open and free. Depending on the economy exported and the type of goods, the current economy regulations should be applied. |
